With its beginnings rooted in the Presbyterian Eye, Ear, and Throat Charity Hospital, the Eye Center at GBMC has evolved into one of the premier eye care centers in the Baltimore metropolitan area. Our specialists provide a full spectrum of services ranging from routine eye exams to sophisticated diagnostic procedures and the latest surgical techniques. We also partner with The Richard E. Hoover Rehabilitation Services for Low Vision and Blindness.

She provides comprehensive ophthalmic care and surgery for pediatric patients and holds special interest in amblyopia, lacrimal disorders, and pediatric and adult strabismus. In her position as Chairman, Dr. Collins has expanded and improved access to primary eye care services on GBMC's campus, supported comprehensive and subspecialty ophthalmology medical staff members, and advanced the academic and teaching mission of the Center. Dr. Collins has also served as the consulting ophthalmologist at The Maryland School for the Blind since 1993.

6569 N Charles St Ste 505 , Towson, MD, 21204(443) 849-8082$Allison Jensen, MD, is a board-certified ophthalmologist who serves as the Director of Pediatric Ophthalmology and Strabismus at the Eye Center at GBMC. She completed a fellowship in Pediatric Ophthalmology and Adult Strabismus. She specializes in comprehensive ophthalmic care for pediatric and adolescent patients including amblyopia (“lazy eye”), strabismus (“eye misalignment”), lacrimal disorders, and retinopathy of prematurity. She is a principal investigator for numerous clinical trials with the Pediatric Eye Disease Investigator Group who study eye disorders that affect children.

Dr. Jensen completed her residency training at Northwestern University in Chicago, IL, and her fellowship at the University of Minnesota.

In addition to her role at GBMC, Dr. Jensen is the Pediatric Ophthalmologist consultant for the Maryland School for the Blind and a Clinical Assistant Professor of Ophthalmology at the University of Maryland. She is an active fellow of the American Academy of Pediatric Ophthalmology and Strabismus and the American Academy of Ophthalmology.

Dr. Shah earned her Doctor of Medicine degree from University of Illinois at Chicago College of Medicine. She completed an Internal Medicine internship at Advocate Lutheran General Hospital and a residency in Ophthalmology at Jules Stein Eye Institute - UCLA. Prior to joining GBMC, Dr. Shah served as a comprehensive ophthalmologist with Crossroads Eye Physicians. She was also previously employed by Bellevue Group Health and Eye MDs of Puget Sound and has performed research for various laboratories.

She earned her Doctor of Medicine degree from the University of Maryland School of Medicine, where she also completed her residency in Ophthalmology. Following her residency, Dr. Duncan completed a fellowship in orbital, oculoplastic, and aesthetic surgery at the University of Pittsburgh Medical Center. He earned his Doctor of Medicine degree from Jefferson Medical College and completed his residency in Ophthalmology at Emory University. He then completed a 2-year fellowship in Ophthalmic Plastic and Reconstructive Surgery at the University of California. Prior to joining GBMC Health Partners, Dr. Grumbine was a full-time faculty member at the University of Maryland School of Medicine, where he served as the Director of Oculoplastic Surgery.

Dr. Grumbine provides comprehensive ophthalmic care for patients with a subspecialty interest in oculoplastic and orbital surgery. This subspecialty addresses medical and surgical issues relating to the management of eyelid and orbital tumors, eyelid and periocular reconstruction, repair of orbital fractures, disorders of the lacrimal system, correction of eyelid malposition, and thyroid eye disease.

, , , $Saman Bhatti, OD, is an optometrist at the Eye Center at GBMC. She earned her Doctor of Optometry Degree from the Southern California College of Optometry. Prior to joining GBMC Health Partners, Dr. Bhatti completed an Orthoptic Fellowship at GBMC focusing on the diagnosis and treatment of eye alignment and ocular motility disorders. She also serves as a pediatric optometric consultant for the Maryland School for the Blind. In addition to providing primary eye care, she specializes in fitting soft disposable, specialty, and gas permeable rigid contact lenses to patients of all ages.

She earned her Doctor of Medicine degree from Vanderbilt University and completed her residency in Ophthalmology at the University of Maryland, where she served as Chief Resident during her final year. Dr. Bregman then completed her fellowship in Pediatric Ophthalmology and Adult Strabismus at Children's National Hospital in Washington, DC.

Dr. Bregman provides comprehensive eye care for pediatric and adolescent patients with specific interests in amblyopia, strabismus, lacrimal disorders, eyelid disorders, pediatric glaucoma, and pediatric cataracts. She provides eye care for adult patients with strabismus as well.

Judy moved from Tennessee to Baltimore in 1994. Though she loves living in Baltimore, she remains a die-hard Titans fan. She has worked in the medical field for 13 years, with experience in Primary Care, Plastics, and Otolaryngology. Judy has expertise in medical management, credentialing, billing, medical records, surgical coordinating, transcription, and referrals. She has worked with Dr. Brian Kaplan for over 8 years, and also serves as his Executive Assistant.

Types of Providers

The Eye Center at GBMC offers a comprehensive team of eye care providers for our patients. Eye care professionals are broken up into four main categories based on the services they provide — ophthalmologists, optometrists, orthoptists, and opticians.

Ophthalmologists

Ophthalmologists are medical or osteopathic doctors who offer the full range of eye care services. Following medical or osteopathic school, ophthalmologists continue their training with a four-year residency program in ophthalmology and ophthalmic surgery. They diagnose and treat all eye diseases as well as provide standard vision and eye exams. Ophthalmologists are also able to prescribe and fit eyeglasses and contact lenses. They are the only eye care providers who perform surgery.

Some ophthalmologists pursue subspecialty training beyond their residency. In addition to comprehensive care, the Eye Center at GBMC provides care in the following subspecialties: pediatric ophthalmology and strabismus, neuro-ophthalmology, medical retina and low vision, oculoplastic surgery, and cataract surgery.

Optometrists

Optometrists are healthcare professionals who have completed a four-year Doctor of Optometry (OD) degree. They provide primary eye care, which focuses on performing eye exams and vision tests, detecting and treating certain eye conditions, and prescribing corrective lenses, including contacts.

Orthoptists

Orthoptists are specialty trained eye care professionals who focus on the diagnosis and treatment of eye alignment and ocular motility disorders. They work hand-in-hand with ophthalmologists to provide non-surgical therapies to patients with diseases such as strabismus and amblyopia. Orthoptists work with patients of all ages, but due to the nature of the conditions they treat, many of their patients are pediatric.

Opticians

Opticians are eye care technicians who specialize in the design, and fit of eyeglasses. They work with patients of all ages to help select frames to match individual styles, face shape, and prescription needs. Opticians use prescriptions supplied by an ophthalmologist or optometrist. They do not perform eye exams, test vision, write prescriptions, or diagnose or treat eye diseases.
